Fringe Benefits
Fringe benefits provided by the employer to the employee which meet the definitions and requirements under SCA and DBA for compliance, as defined in 29 CFR Part 4, Section 4.171. Contributions irrevocably made to a trustee or third party pursuant to a bona fide fringe benefit fund plan or program. The rate of costs incurred in providing bona fide fringe benefits pursuant to an enforceable commitment to carry out a financially responsible plan or program, which was communicated to the employees in writing. Examples: Life insurance, Health insurance,Pension,Vacation,Holidays, Sick leave, Other "bona fide" fringe benefits
FLSA (Fair Labor Standards Act)
Fair Labor Standards Act. FLSA requires employers to pay minimum wages and overtime premiums; restricts child labor, and requires payroll record keeping. Regulations issued under the statute govern the definitions of wages; hours worked; and exemptions for ~ executive, administrative, professional, and outside sales, and other workers.
( Effective July 24,2007, the FLSA minimum wage was $5.85 per hour.
Effective July 24, 2008, the FLSA minimum wage will increase to $6.55 per hour.
Effective July 24, 2009, the FLSA minimum wage will increase to $7.25 per hour.)
DBA (Debarment)
A process by which DoL or another federal agency may deny a company the award of a federal contract. A debarment ruling may be issued for up to three years, and is generally the result of a contractor's violation of labor or procurement law.
DBA (Davis Bacon Act)
Davis-Bacon Act. The minimum wage and fringe benefit requirements applicable to contracts for construction, reconstruction, alteration or repair of public buildings or public works. DBA "Related Acts" are statutes that were passed to provide for some specific purpose (e.g., appropriation bills that provide federal funding for construction or
maintenance of public housing or highways) AND that include a requirement that work be performed in compliance with the provisions of DBA.

SCA (Service Contract Act)
McNamara-O'Hara Service Contracts Act of 1965 (as amended).The McNamara-O’Hara Service Contract Act requires contractors and subcontractors performing services on prime contracts in excess of $2,500 to pay service employees in various classes no less than the wage rates and fringe benefits found prevailing in the locality, or the rates (including prospective increases) contained in a predecessor contractor's collective bargaining agreement. The Department of Labor issues wage determinations on a contract-by-contract basis in response to specific requests from contracting agencies. These determinations are incorporated into the contract.
